I'm trying to learn stylesheets.

There are a few things in the default ones that I don't understand.

I'll use infopop.css (6.0 br5) as an example.

1) Does this serve any purpose, since there's nothing between the braces {} ?

2) Some of the tags (may not be the right term) are missing values. Is that an error?

A:HOVER { 
  color: ; 
  background-color: ;
}

3) Is case significant? For example, in #2, does it matter whether it's "HOVER" or "hover"?

1) Serves no purpose, except as a blank template, in case you ever wanted to change these values. Without any assigned values, the A tags will remain as per the browser default (unless changed within the HTML).

2) Not assigning a value to these means that again, nothing will change... it's as if "color:" wasn't even there, unless it is assigned a value.

3) Case does not matter.

The base ones do need some help There are some duplicate entries and values.

Those posted in here by me are css2 valid.
